The federal NAEP test — the Nation's Report Card, identical in every state — shows Maine at approximately 26% proficiency in 2024, the state's lowest in three decades. Maine's own state assessment shows roughly 65% proficiency, a 40-point gap that Maine legislators publicly questioned the Maine Department of Education about in February 2025.
